Each agency listed in section 901(b) must have an agency Deputy Chief Financial Officer. That person must report straight to the agency Chief Financial Officer about financial management and be a career position in the Senior Executive Service. Under qualification rules made with input from the agency CFO and the Director of the Office of Management and Budget, the agency head must appoint someone who has shown skill in accounting, budget execution, financial and management analysis, and financial systems development, and who has at least 6 years of hands-on financial management experience at large government organizations.
