Title 32 › Chapter CHAPTER 7— - SERVICE, SUPPLY, AND PROCUREMENT › § 703
States and the Commonwealth of Puerto Rico, the District of Columbia, Guam, and the Virgin Islands may buy supplies and military publications from the Department of the Army for their National Guard or its officers, if the Secretary of the Army approves. They may buy similar items from the Department of the Air Force. Purchases must be paid in cash at the cost plus shipping. In actual or threatened war, the United States may take back property bought this way for military use. If like items are returned, the State or territory gets credit. Money from these sales goes back to the same budget account that bought the items, is not paid into the Treasury, and can be used to replace sold property.
