The Secretary of Defense may give money to a State when the Secretary decides a State’s National Guard must take part in a homeland defense activity under section 902. The funds can cover three kinds of costs: personnel costs (pay, benefits, clothing, food, travel, and similar expenses); operating and maintaining Guard equipment and facilities; and buying or leasing equipment and services.
