Congress gives permission to North Dakota, South Dakota, Minnesota, Wisconsin, Iowa, and Nebraska, or any two or more of them, to make agreements or pass laws that decide which state has the power to handle crimes that happen on waters forming or crossing their shared borders. Congress also approves the shared authority Minnesota and South Dakota agreed to by laws approved April 20, 1917, and February 13, 1917.
