The President must send Congress a report every two years in January. The report must describe what every U.S. department and agency did in marine science and what they achieved during the preceding fiscal year, evaluate those efforts against the Act’s goals, include any legislative changes the President thinks are needed, and give a funding estimate for each department and agency for marine science in the succeeding fiscal year.
