Defines "marine science" as the study of the ocean and related fields, including the science, engineering, and technology used with the sea. Defines "marine environment" to include the oceans; the U.S. Continental Shelf; the Great Lakes; seabed and subsoil next to U.S. coasts to 200 meters, or farther where the waters above allow using natural resources; similar seabed near U.S. islands; and their resources.
