The Administrator must encourage states to work together to prevent, reduce, and eliminate pollution. The Administrator must also push for better and, when possible, similar state laws about pollution and for states to make agreements with each other to control pollution. Congress allows two or more States to make agreements or compacts to cooperate on pollution control and enforce their laws, and to create agencies to carry out those agreements, as long as they do not conflict with U.S. law or treaties. Such an agreement is not binding on a state until Congress approves it.
