To get a grant or contract under this program, an applicant must send an application to the Administrator when asked and include the information the Administrator requires. The application must describe the activities, research, or projects to be funded and how they relate to any related application the applicant filed; show it has proper financial controls and accounting for federal money; and agree to give required reports, keep records, and let the Administrator check those records. The Administrator must try to spread grants fairly across the United States to colleges and universities that can use the funds well. Grant money may, under the Administrator’s rules and the approved application, help pay part of students’ wages for approved programs related to operating or maintaining treatment works, but not to pay students as federal government employees. Federal departments and agencies are encouraged, when practical, to hire such students full‑time, part‑time, or temporarily.
