The Administrator can make agreements with the State of Alaska to run one or more projects that build and test community water and sanitation systems in Native villages that lack them. Projects can include safe water supplies, toilets, bathing and laundry areas, sewage and similar facilities, plus health and hygiene education. The Administrator must work with the Department of Health and Human Services to use its staff and facilities. up to $2,000,000 may be appropriated for these projects, plus up to $200,000 for the fiscal year ending September 30, 1978, and up to $220,000 for the fiscal year ending September 30, 1979. The Administrator may also help pay for operation and maintenance of the demonstration projects until study recommendations are put in place. The Administrator may coordinate with HHS, HUD, Interior, Agriculture, other federal agencies, the State of Alaska, and Native organizations to do a joint study for a complete sanitation program for Alaska villages. That study must be coordinated with programs under sections 1254(q) and 1255(e)(2). A report on the study is due to two Congressional committees by December 31, 1979, and recommended actions and any needed legislation are due by June 30, 1980. Definitions: "village" — a community of 10 to 600 people within a two-mile radius. "sanitation services" — water, sewage, solid waste disposal, and other services needed for hygiene and public health.
