When the EPA finds that the total federal grants given for a particular treatment plant are more than the plant’s actual construction cost, the extra money must be treated as the federal share of the cost to build the sewage collection system. This applies only if the collection system was built as part of the same overall treatment system and an application for federal help to build the collection system was filed under the other assistance program before all the treatment-plant grants were made, but that application could not be approved because there was no funding.
