The President, through the Water Resources Council, must prepare Level B plans under the Water Resources Planning Act for all basins in the United States as soon as possible and finish them by January 1, 1980, giving priority to basins in certain areas designated elsewhere in the law. The Council must report progress to Congress every year, with the first report due January 31, 1973, and up to $200,000,000 may be appropriated to carry out the work.
