Grants applied for after February 1, 1978, for treatment works must use only unprocessed items that were mined or produced in the United States, and only manufactured items that were made in the United States mostly from U.S. materials. The Administrator can allow exceptions based on factors they find relevant (for example, the agency’s resources, public interest including international procurement agreements), if U.S. items would be unreasonably costly, or if needed items or their U.S. source materials are not available in sufficient quantity or quality.
