Last updated Apr 6, 2026|Official source

Summary

The Administrator must set up a circuit rider program within 180 days after November 15, 2021, if money is provided. The program will give grants to qualified nonprofit groups to help owners and operators of small and medium publicly owned treatment works do the work listed in section 1382(b)(13). Each grant can be no more than $75,000. Priority goes to nonprofits serving communities with at least 10 years of unresolved wastewater or stormwater problems, financially distressed areas, places with combined overflow burdens, or communities that could not get federal help because of cost-sharing. Grant recipients must consult the State before using the funds. The Administrator must report to Congress within 2 years of starting the program and every 2 years after, naming each grant recipient and summarizing program activities. Up to $10,000,000 is authorized for fiscal years 2022–2026, and no more than 2% of that money may be used for the Administrator’s administrative costs.
