§1302d Grants for construction and refurbishing of individual household decentralized wastewater systems for individuals with low or moderate income

Summary

Provides grants to private nonprofit groups to help low- and moderate-income households build, fix, or replace home septic or other small wastewater systems. Grants can also pay to install a larger system that serves two or more households if individual systems won’t work at those sites, several nearby homes have the same problem, and a shared system is cost-effective. The Administrator must set up the program if funds are available. Nonprofits must apply to the Administrator and the Administrator must give priority to groups with strong experience. Nonprofits may use some grant money for their own reasonable administrative costs. Eligible individual: a person in a low- or moderate-income household whose combined household income for the most recent 12 months is no more than 50% of the State or territory’s nonmetropolitan median household income, based on the most recent decennial census. Eligible people must apply to the nonprofit serving their area. Nonprofits must give priority to people who lack access to a sanitary sewage disposal system. The Administrator must report on grant recipients and results within 2 years after November 15, 2021. Congress authorized $50,000,000 per year for fiscal years 2022–2026, and up to 2% of those funds may pay the Administrator’s administrative costs.
