Title 33 › Chapter CHAPTER 26— - WATER POLLUTION PREVENTION AND CONTROL › Subchapter SUBCHAPTER III— - STANDARDS AND ENFORCEMENT › § 1325
Creates a 15-member National Study Commission to examine the technology and the economic, social, and environmental effects of meeting—or not meeting—the effluent limits set for 1983 in section 1311(b)(2). The group will include five Senators from the Environment and Public Works Committee appointed by the President of the Senate, five House members from the Public Works and Transportation Committee appointed by the Speaker, and five public members appointed by the President. The members choose their own chair. The Commission can hire outside help from groups like the National Academy of Sciences and National Academy of Engineering (through the National Research Council), the National Institute of Ecology, the Brookings Institution, and other non-government groups. Federal agencies must cooperate and give information. A report with recommendations must go to Congress no later than three years after October 18, 1972. Nonfederal members get pay up to the maximum for Grade GS–18 under section 5332 of title 5 and travel expenses when serving. The Commission can hire staff under title 5 (including chapter 51 and subchapter III of chapter 53 pay rules) or contract for staff who are not federal employees but must follow legislative branch standards under rules 41 and 43. Up to $17,250,000 is authorized to be appropriated to carry out this work.
