Creates a Water Pollution Control Advisory Board at the Environmental Protection Agency. The Administrator or someone they choose will chair it. The President appoints nine members who are not federal employees. They should come from state, local, or regional agencies, businesses or groups affected by pollution, organizations active in pollution prevention, and other experts. Appointed members serve three-year terms. If someone fills a vacancy, they finish that term. The first members after June 30, 1956 had staggered terms of one, two, or three years as the President set. Members stay on until their successor starts and cannot be reappointed for one year after their term ends. Non-federal members may be paid up to $100 per day (including travel time) and get travel expenses when away from home. The board advises and makes recommendations to the Administrator on policy matters related to the Administrator’s work under this law. The EPA must provide any needed clerical and technical staff help.
