Before taking any action under section 1474, the Secretary must consult with other countries affected by the marine accident, using the Secretary of State and especially the ship’s flag country. The Secretary must also quickly notify the EPA Administrator and any other people or groups who are or later become known to be likely affected, and must consider any comments they send.
