Doing any of three willful acts is a class A misdemeanor: breaking a law or regulation, refusing or failing to obey a lawful order, or blocking someone who is following an order. For the first two, the person charged can avoid conviction by proving they tried to comply but reasonably believed that complying would have seriously risked human life.
