The Secretary in charge of the Coast Guard must draw clear lines that show where the high seas end and U.S. harbors, rivers, and other inland waters begin. Those lines decide when U.S. navigation rules replace international collision rules and which laws apply. The lines cannot be more than 12 nautical miles seaward of the baseline and may be different for different laws. "United States" here includes the States, the District of Columbia, Puerto Rico, Guam, American Samoa, the U.S. Virgin Islands, the Northern Mariana Islands, the Trust Territory of the Pacific Islands, and any other U.S. commonwealths, territories, or possessions.
