License holders must keep records, file reports, and give any information the Secretary requires after the Secretary talks with other federal agencies. Those rules cannot change or repeat rules made under part I of the Interstate Commerce Act or any other law. U.S. officials who enforce laws about deepwater ports must be allowed reasonable access to a licensed port to do their work. They can inspect records, operations, facilities, and equipment and run tests at reasonable times; inspections must be done promptly and the license holder must be told the results.
