The Foundation must send a report as soon as possible after each fiscal year ends to the Senate Committee on Commerce, Science, and Transportation and to the House Committees on Natural Resources, Transportation and Infrastructure, and Energy and Commerce. The report must describe what the Foundation did that year, show all money received, spent, and invested, and list every grant with who got it, how much, and why. The law also covers cases where the Foundation does, or threatens to do, things that conflict with its purposes in section 1961(b), or where it refuses, fails, or neglects to carry out its duties under this law, or threatens to do so.
