Title 33 › Chapter CHAPTER 36— - WATER RESOURCES DEVELOPMENT › § 2203
Finish a review of the Army Corps of Engineers’ contracting policies, guidelines, and rules for building water projects within 180 days after December 27, 2020. Then, within 90 days after that review is done, send and post a report to the House Committee on Transportation and Infrastructure and the Senate Committee on Environment and Public Works. The report must summarize the review and give public best-practice guidance for non-Federal partners and utilities when making contracts. The Secretary must give that guidance to non-Federal partners before contract development. Congress believes the Secretary should, for emergency work in areas where the President has declared a major disaster under section 5170 of title 42, use competitive buying methods that consider factors besides price as much as possible.
