The Secretary must look over a report sent by a non-Federal group that explains why the federal government should pay to operate and maintain a federally authorized harbor. The report can use expected economic gains like transportation savings and job creation, and other reasons such as navigation safety, national security, or keeping subsistence harbors usable. Within 180 days of getting the report, the Secretary must send a written reply that evaluates the information. The Secretary can use the report to support extra operation and maintenance funding under existing law, and this process does not stop operation or maintenance already allowed by law.
