Lets the Secretary of Commerce buy local debt or make loans up to 50 years to help local governments or responsible local groups pay their share of costs for rivers, harbors, flood control, hurricane protection, beach erosion control, and similar waterway projects. This applies when those projects are carried out under Army/Chief of Engineers plans and are partly or fully inside areas that qualify for help under the Public Works and Economic Development Act of 1965. Congress authorized up to $10,000,000 per fiscal year for this purpose for the year ending June 30, 1966, and for each fiscal year through and including the year ending June 30, 1970.
