Creates an Inland Waterway Users Board made up of 11 members picked by the Secretary, with one member named chair. Members must represent different regions and a mix of the main commercial users of inland and intracoastal waterways, with attention to balance based on ton-mile shipping. The Secretary of the Army must name an observer, and the Secretaries of Agriculture, Transportation, and Commerce may each name one. The Board must meet at least twice a year. It must give the Secretary and Congress advice on construction and repair priorities, spending levels, feasibility reports (including those submitted under section 2282d), requests to raise authorized project costs, and a long-term capital investment plan. It must give Congress advice within 60 days after the President’s budget is submitted. The chair appoints a Board member to advise project teams, and any advice must reflect the Board’s independent judgment. The Secretary must report project status to the Board every quarter and give the Board copies of completed feasibility reports. Within 1 year after June 10, 2014, the Secretary and Board must send Congress a 20-year investment program using objective national criteria (considering the April 13, 2010 IMTS report). A strategic review and any updates must be sent to Congress and made public at least every 5 years, starting not later than 5 years after June 10, 2014. The chair and the appointed project advisor may sign project management plans. The Board follows chapter 10 of title 5 (except section 1013); members are not treated as special Government employees under section 202 of title 18 for that chapter, and non-Federal members may get travel pay under section 5703 of title 5.
