The Secretary must start a study within 1 year after June 10, 2014, and then do the study every two years. The study checks if projects on inland and intracoastal waterways can reduce flood damage, protect streambanks and shorelines in emergencies, prevent shore damage caused by navigation work, or be changed to improve the environment. The study must recommend specific projects and rank them by things like how much land and damage riverbank erosion causes, how fast erosion is happening, the risk of future floods to public property, infrastructure, or safety, harm to natural resources or habitats, and possible cost savings for channel maintenance. The Secretary may carry out any project from the study under the rules of Section 701r, Section 701s, Section 426i, or Section 2309a. If a recommended project cannot be done under those authorities, and the Secretary finds it feasible, the Secretary may put the recommendation in the annual report to Congress under Section 2282d.
