The Secretary can declare an emergency on a federal inland waterway and carry out quick fixes after talking with the district commanders who run the waterways, people who use them, and the Coast Guard. A "bypass" is an alternate route next to a lock and dam used for commercial boats in high water. An "emergency condition" covers unsafe water levels or flows that stop commercial vessels, obstructions like silt, rock, or shallow channels, a broken or unusable lock and dam, or other situations the Secretary decides. If an emergency is declared, the Secretary can do emergency mitigation projects on the waterway or its bypass, following federal rules and if money is available. Projects must start within 60 days of the decision and, as much as possible, be finished within 1 year. Congress authorized $25,000,000 for each of fiscal years 2022 through 2024, available until spent.
