The Secretary must lead studies, after talking with NOAA, the National Marine Fisheries Service, the U.S. Fish and Wildlife Service, other agencies, and the National Research Council, about how possible tidal power projects in Canada’s Bay of Fundy might affect the United States and must send the results to Congress. The work has two parts. By October 1, 1988, study effects on tides and on beaches and estuaries and say what more needs study. By October 1, 1990, study other environmental, social, economic, and institutional impacts and what steps in Canada and the U.S. could reduce harm. The law provides $1,100,000 for the first part and $8,900,000 for the second, available until spent.
