The Corps of Engineers must finish post-authorization change reports without being delayed by changes in policy or priority. When a report is done, the Corps must send it to the Senate Committee on Environment and Public Works and the House Committee on Transportation and Infrastructure. If the Secretary needs to review a completed report, the Secretary must finish that review and give recommendations to Congress within 120 days after the report is completed. For any report finished before December 16, 2016, whose review was not done, the Secretary must complete the review and send recommendations within 120 days after December 16, 2016. A "post-authorization change report" means a general reevaluation report, a limited reevaluation report, or any other report that recommends changing an authorized water resources project.
