When the President sends Congress the Civil Works budget request for a year, the Secretary must also send a report to the House Transportation and Infrastructure Committee and the Senate Environment and Public Works Committee about projects that need mitigation, how that mitigation is going, and the results of the required consultations. The report must cover projects that are now under construction, projects the President wants funded next year, and projects that were built but still need the required mitigation. The Secretary must use one consistent method for every project, give both words and numbers about progress, list exact dates for the required consultations, and make the report available to the public, including online.
