§2313b Support of Army civil works program

Summary

The Secretary of the Army may fund and partner with non‑federal groups to do research and development for the Army’s civil works program. Funding can come through contracts, cooperative R&D agreements, cooperative agreements, or grants with groups like state and local governments, universities, research centers, nonprofits, and similar organizations. When using R&D contracts, the Secretary can require work that might have commercial uses and can count that commercial potential when choosing which proposals to fund.
