Allows the Secretary to run projects that reuse dredged material for useful purposes. These projects can reduce flood and storm damage risk to property and infrastructure, improve public safety, protect or restore aquatic habitats, stabilize streams and shorelines, support recreation and risk‑management strategies, lower dredging and disposal costs by using the material for construction, fill, civic improvements, or other innovative uses that give public economic or environmental benefits, and recover lost reservoir storage when the project also meets one of the other purposes. The Secretary must find and carry out projects, work with State agencies when picking them, and choose projects only on the basis of their environmental, economic, and social benefits and the need for different project types and locations. The Secretary must set up regional teams led by the relevant Corps division commander and made up of Corps, State and local, Federal, and other representatives to help select and run projects. Projects must maximize useful placement of dredged material from Federal and non‑Federal channels, coordinate dredging equipment and contracting, combine Federal projects when practical, follow best practices and environmental laws, and encourage Federal, State, and local cooperation. Cost sharing follows section 2326 of this title, except the Secretary may not make non‑Federal parties pay extra transport or placement costs that exceed costs under the Federal standard (see section 335.7 of title 33, Code of Federal Regulations). Not later than 2 years after December 16, 2016, and annually after that, the Secretary must report to the Senate Committee on Environment and Public Works and the House Committee on Transportation and Infrastructure with project descriptions, supporting documents, regional team findings, and any recommendations. Projects may proceed regardless of the definition of “Federal standard” in section 335.7 of title 33, Code of Federal Regulations.
