Allows the Secretary to create and run a program that shares the cost of running and caring for recreation sites and natural resources at water projects the Secretary oversees. The Secretary may make cooperative agreements with non-Federal public entities and private nonprofit groups to operate places that the federal government now pays for. Before signing an agreement, the Secretary must make sure the partner has the authority to do the work and can pay damages if they fail. Partners may charge user fees at developed sites. They may use any visitor reservation service the Secretary provides and the Secretary or another federal agency may transfer fees from that service to the partner. A partner may keep up to 100 percent of the fees, as the Secretary decides, and must use the money for operation, maintenance, and management at the recreation site where the fee was collected. Fee use stays under the Secretary’s oversight and does not change existing third-party property interests, leases, or agreements. The Secretary can set conditions needed to protect U.S. interests. The Secretary may accept money, materials, and services from nonfederal and private groups. Money received is deposited into the Treasury account titled "Contributions and Advances, Rivers and Harbors, Corps of Engineers (8862)" and is available until spent. Definitions: non-Federal public entity — the entity defined in the Corps of Engineers memorandum dated April 4, 2018, titled "Implementation Guidance for Section 1155, Management of Recreation Facilities, of the Water Resources Development Act (WRDA) of 2016, Public Law 114–322"; private nonprofit entity — an organization described in section 501(c) and exempt under section 501(a) of title 26.
