The Secretary may run programs to find and share useful water‑management technologies from other countries that could help U.S. water projects. Activities can include studying and sharing foreign projects, doing research and training, transferring technology, and offering technical help that the private sector does not readily provide — with project costs recovered under each project’s terms. The Secretary can work with federal, state, and local agencies, public or private organizations, and foreign governments. Money to pay for this may come from a special account at the Treasury funded by partners under cost‑sharing agreements the Secretary sets. Payments for services go back into the appropriate government account.
