When a law increases the maximum federal money or the total allowed cost for a water project, the Secretary must sign a new partnership agreement so the change in federal participation is reflected. Those increases do not change any cost-sharing rules. Any estimated federal or non‑federal costs for projects authorized before, on, or after November 8, 2007 are only for information and do not alter cost‑sharing responsibilities established by law.
