The Secretary must track how the Corps of Engineers handles environmental reviews for its feasibility studies and send one report each year to the Committee on Environment and Public Works of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives. The report must say how many studies used a categorical exclusion; how many had a pending decision on using a categorical exclusion, preparing an environmental assessment (EA), or preparing an environmental impact statement (EIS) on the report date; how many EAs were issued and whether any finding that there was no significant impact relied on mitigation; how long each EA took to complete; how many studies were drafting an EA on the report date; how many EISs were issued and how long each took to complete; and how many studies were drafting an EIS on the report date. Each annual report must be made public, including on a publicly available website. Categorical exclusion — a type of action that can be excluded from detailed NEPA review. Environmental assessment (EA) — a short study to see if a project has significant impacts. Environmental impact statement (EIS) — a detailed written report required under section 102(2)(C) of the National Environmental Policy Act. Finding of no significant impact (FONSI) — a decision that a project will not have major environmental effects. Project study — a feasibility study for a project under section 2282 that may need one of these NEPA reviews.
