The Secretary must treat repairs, rebuilds, or rehabilitation of a water resources project damaged in an event that led the President to declare a major disaster or emergency under the Stafford Act as a group that can skip the usual environmental assessment or impact statement requirements. This applies only if the project was operating or being built when damaged, the work stays in the same place with the same capacity, size, and design as before, and the repair or rebuild starts within a 2-year period from the date of the presidential declaration.
