The Secretary must create a structural health monitoring program to check and improve infrastructure built and kept by the Corps of Engineers. The program must include research and systems for flood and earthquake response, steps to reduce damage before disasters, ways to make structures last longer, and finding risks from sea level rise. While making the program, the Secretary must talk with academic and other experts. The Secretary must also look at models for maintenance and repair records, build models that use real-time measurements and environmental data to show wear, and study using inspection notes and observations as stand-in sensors.
