The Administrator and the Secretary of Transportation must study whether new vessel tracking systems are needed and whether they work to stop ships from dumping municipal or commercial waste in coastal waters. The Administrator must use permit and enforcement data and the Secretary’s information, make a recommendation, and send the report to Congress within 24 months after November 18, 1988. The Secretary must recommend which tracking systems to consider and compare how well they work and the costs to the United States Government and to vessel owners.
