The President must consult with the affected trustees named in section 2706 before deciding what cleanup actions to take after any oil spill. Under the National Contingency Plan, the President, after consulting the governor(s) of the affected state(s), decides when the cleanup is finished. That decision does not stop states from doing more cleanup under their own laws.
