The Under Secretary of Commerce for Oceans and Atmosphere and the Commandant of the Coast Guard must set up a program to find, monitor, and study submerged oil in the Delaware River and Bay. The program must develop ways to remove or disperse submerged oil, better models to predict its movement and effects, and improved detection methods. The Secretary of Commerce must report within 3 years after July 11, 2006 to the Senate Committee on Commerce, Science, and Transportation and the House Committee on Transportation and Infrastructure. The Commandant, with the Under Secretary, must run a demonstration project to develop and show technologies and practices to remove submerged oil from the Delaware River and other navigable waters. Up to $2,000,000 is authorized for the Commandant for each fiscal year 2006 through 2010.
