Grade is a rank level set by law or rule. Officer is a commissioned‑corps officer. Officer candidate is someone in the Administration’s basic officer training being considered for appointment under section 3021(a)(2)(A). Flag officer is an officer at the rank of vice admiral, rear admiral, or rear admiral (lower half). Secretary, Administration, and Under Secretary mean the Secretary of Commerce, the National Oceanic and Atmospheric Administration, and the Under Secretary of Commerce for Oceans and Atmosphere.
