The Secretary must decide how many officer candidates are appointed and must make the rules for those appointments. The rules must cover things like age limits, how candidates are chosen, how long they remain in the training program before graduating, and other appointment details. The Secretary can drop a candidate from training for poor academics, bad conduct, or if the candidate is not fit for a career as a commissioned officer. Candidates must follow discipline rules set by the NOAA Corps Director. Each candidate must sign an agreement under section 3006(a)(2). The agreement says the candidate will finish the basic training, accept an officer appointment if offered, and serve at least four years of active duty after appointment. The Secretary must create rules that say what breaks the agreement and how to decide that. A candidate who does not meet the service commitment must repay as required under section 3006(b).
