Make many military rules in Title 10 apply to the commissioned officers of the National Oceanic and Atmospheric Administration (NOAA). The law lists 27 specific Title 10 provisions. They cover things like leave, constructive service, transfers, uniforms and religious apparel, jury duty, oaths, protected communications, savings deposits, travel and moving allowances, adoption reimbursement, mental health checks and referrals, separation and retirement benefits, death benefits, family programs (available only when funds are available and fully reimbursed), vehicle transport, property loss, final settlement of accounts, and other similar items. One item—benefits under section 1174a(b)(2)(B)—only applies if Congress provides money and if the Secretary of Commerce approves. The Secretary of Commerce, or someone the Secretary chooses, must use the powers that military secretaries would normally use for these rules. For the protected-communications rule (section 1034), “Inspector General” means the Inspector General of the Department of Commerce. The Secretary may make rules on how section 1034 works for NOAA officers, including how investigations and appeals are handled.
