Allows commissioned officers, ship officers, and crew of Administration vessels to buy commissary and quartermaster items from the Armed Forces at the same prices that military officers and enlisted members pay, when those items are available. The Secretary can buy food, uniforms, gear, and related supplies to sell on Administration ships and shore stations to uniformed members and to personnel assigned there. Sales must follow the Secretary’s rules, and the money raised should, as much as possible, fully repay the funds used, even if it crosses fiscal years. The same buying rights also apply to surviving spouses and to any other people the Secretary names.
