If a job is open only to people already in career or career-conditional competitive service jobs, the Secretary must treat an officer who has served at least three years in the Administration’s commissioned officer corps as if they are in a career or career-conditional competitive service job for that hiring rule. If that officer is chosen for the job, the Secretary must give them a career or career-conditional appointment, as appropriate. "Competitive service" means what 5 U.S.C. 2102 says it means.
