Summary

The Administrator must work with the Secretary of State and other agencies to give technical help, operational support, and training to international groups like the Intergovernmental Oceanographic Commission of UNESCO and the World Meteorological Organization. The goal is to help build a fully working global tsunami forecast and warning system made of regional warning networks. Through the National Weather Service and with the Intergovernmental Oceanographic Commission, the Administrator can run an International Tsunami Information Center to help Pacific nations in the International Tsunami Warning System of the Pacific and other countries in a global system. The Center can track warning activities, help set up national warning systems and share technology options, keep a library of tsunami materials, and share educational and research information. The National Weather Service must focus on maps, vulnerable coasts, real‑time detection gear, communications, and may help transfer technology, while encouraging open data sharing.
