Defines key words used in this chapter. Administrator is the head of the National Oceanic and Atmospheric Administration (NOAA). Coastal state has the meaning given in section 1453(4) of title 16. Working Group is the Interagency Working Group on Ocean and Coastal Mapping under section 3502 of this title. Exclusive economic zone is the U.S. zone set by Presidential Proclamation No. 5030 of March 10, 1983. Ocean and coastal mapping covers collecting, processing, managing, certifying, and sharing data about physical, biological, geological, chemical, and archaeological features and boundaries of ocean and coastal areas and seafloors using sonar, satellites, aerial imaging, sampling, and other mapping tech. Territorial sea is the belt of sea measured from the U.S. baseline as set in Presidential Proclamation Number 5928 dated December 27, 1988. Nongovernmental entities include NGOs, academics, and private companies that make maps, charts, surveys, aerial photos, satellite images, or other graphical or digital depictions of natural or manmade features and legal boundaries. Outer Continental Shelf means the submerged lands seaward and outside lands under navigable waters (see section 1301 of title 43) where the subsoil and seabed belong to the United States. Coastal Indian Tribe means an Indian Tribe (as defined in section 5304 of title 25) whose land is in a coastal State.
