Defines key words used in the chapter. Administrator is the Under Secretary of Commerce for Oceans and Atmosphere when acting as NOAA’s Administrator. Council is the National Ocean Research Leadership Council (established by section 8932 of title 10). Interagency Ocean Observation Committee is the committee set up under section 3603(c)(2). Federal assets are the non‑classified civilian coastal and ocean observation tools, technologies, models, research, data management, technology R&D, and public education programs run by the Council’s member agencies. Non‑Federal assets are similar observation and R&D tools and programs run by States, regional groups, universities, NGOs, or the private sector and brought into the System by regional systems, NOAA, or agencies in the Interagency Ocean Observation Committee. Regional coastal observing system is an organization certified or set up by the lead Federal agency named in section 3603(c)(3) to coordinate local, State, tribal, and private involvement. Secretary means the Secretary of Commerce acting through the Administrator. System means the National Integrated Coastal and Ocean Observation System established under section 3603. System Plan means the plan in Ocean. US Publication No. 9, The First Integrated Ocean Observing System (IOOS) Development Plan, as updated by the Council.
