If a vessel breaks the rules in the Convention, this chapter, or its regulations, the Secretary can warn it, hold it, order it out, or bar it from any U.S. port or offshore terminal. When the Secretary does this, they must, after talking with the Secretary of State, send the notices the Convention requires.
